Starting at Twitter: Shout Out
Twitter appears to be preparing a new feature that will let you "contribute your shoutouts to peeps," if the very official looking account @twittershoutout is anything to go by.A shout out suggests that the user is endorsing some news, some research an event or brands. This could be compared with Facebook Like feature which allows users to like something.

Two new official looking accounts but private Twitter accounts called @TwitterShoutout and @TwitterOnNotice are supposedly online . Both are almost exclusively being followed by Twitter staff.
According to Martin Bryant of thenextweb.com , Two new Twitter features could be on their way; one aimed at making the ‘Follow Friday’ tradition an built-in part of Twitter and the other aimed at notifying users when they break the rules, could be on their way. That’s the speculation today from well-respected blogger Louis Gray. The other alternative view is that both these twitter accounts are abandoned projects.
Scottish designer Sam Brown has been developing a startup called Endorse that allows Twitter users to endorse one another in particular areas of expertise.It would be interesting to see how the twitter shout out feature compares against Endor.se
Around 24% of endor.se site's visitors are in the US, and its quite popular in Indonesia.
